Purpose and Specific Goals
In recent years, affected by the rapid changes in the global environment, natural disasters have spread frequently and intensified around the world. The main natural disasters faced by Taiwan include typhoons, earthquakes, floods, and landslides. In addition, the extreme climate in recent years has also put Taiwan on the verge of drought. The Natural Disaster Hotspots-A Global Risk Analysis published by the World Bank in 2005 pointed out that the ratio of population to area exposed to three types of natural disasters at the same time is 73%, and the ratio of population to area exposed to two types of natural disasters at the same time is 90%-95%. In view of this, the goal of the center is to integrate the teaching expertise of geophysics, geology, hydrology, surveying, and geochemistry. In addition to conducting research on cross-disciplinary issues such as environment and earthquake disasters, the center is actively striving for research on disaster prevention. Or build a teaching cooperation plan, and at the same time, through the implementation and service of the plan, gradually build a real-time disaster monitoring and analysis system, establish a good reputation of the center in disaster monitoring, improve the reputation of the school, and achieve the assessment and prevention of regional disaster potential Contribution to disaster reduction.
The Basis and Necessity
With the development of human civilization, the population is gradually concentrated and life is more dependent on each other. The natural laws of earth sciences have gradually received human attention. Coupled with the impact of global warming, the rate of environmental and climate change has accelerated and intensified, and the environment has changed. It is more likely to cause the loss of people's lives and property. In recent years, Taiwan’s people’s quality of life and resource consumption have gradually entered the list of developed countries, but it also faces many issues such as sea level rise, earthquake disasters, landslides and rock flows, as well as excessive development and damage to the environment. Understanding the interaction and impact of the earth and the environment is becoming more and more important. On the other hand, in order to improve the effectiveness of disaster prevention and mitigation, the first priority is to establish a real-time disaster monitoring and early warning system in order to send out early warning messages so that people can take refuge. React to reduce disasters.
The Yunlin, Chiayi, and Tainan region of Taiwan’s main granary area, and about one-seventh of Taiwan’s population lives. The Southern Science Industrial Park and Dapumeiyuanqu Precision Machinery Park also have important economic output. Therefore, for key areas (such as science parks, high-speed rail facilities, and important government agencies, etc.), it is not only necessary to encrypt observation points, but also to use real-time transmission systems to transmit the observed data to the monitoring center to facilitate on-site monitoring and achieve early warning and prevention. The function of disaster reduction can be a reference for strengthening government and private disaster response and risk management technologies in the future.
Specific Promotion of Work and Business Content
1.Establish an environment and disaster monitoring center.
2.Integrate the expertise of teachers in the fields of geophysics, geology, hydrology, surveying, and geochemistry to form a cross-disciplinary team.
3.In line with national policies, social needs and development trends, implement research results to practical aspects, establish an immediate disaster monitoring and early warning system, and achieve the purpose of academic service to society.
4.Through the participation of full-time and part-time PhD assistants and students, we will cultivate more disaster prevention technology talents for the country.
5.Assist the central and local government authorities in the implementation of plans and provide references for strengthening government and private disaster response and risk management technologies in the future.
Organizational Operation and Management Methods
1.Organization members: director (1), project host (several), consultants (several).
2.Follow the "Administrative Measures for the Establishment of Environmental and Disaster Monitoring Centers".
Short-range, Medium-range and Long-range Planning
1.In the past three years: the establishment of the "Environment and Disaster Monitoring Center" actively strives for disaster prevention-related research or construction and education cooperation projects, industry-university cooperation projects, and organizes and integrates cross-field research teams.
2.Mid-range: Gradually expand the real-time observation site through project funding support.
3.Long-term: Establish an immediate disaster monitoring and early warning system with full-time researchers, and develop disaster risk assessment and managementcountermeasures in conjunction with the industry chain to provide references for strengthening government and private disaster response and risk managementtechnologies in the future.
Expected Specific Performance
1.Apply research results to practical aspects to achieve the purpose of academic service to society.
2.Integrate research across fields and implement diversified cooperative development.
3.Establish a real-time disaster monitoring and early warning system to contribute to regional disaster potential assessment and disaster prevention and mitigation.
4.Train students to become competitive talents in cross-disaster prevention technology.
Business Interaction and Repeatability with Other Units
The center integrates earth and environmental science teachers to conduct cross-field integrated research, aiming to establish an instant monitoring system and disaster potential assessment, and reduce the impact of disasters, including floods, groundwater pollution, soil and rock flows, earthquakes, soil liquefaction, and mud volcano eruptions. After investigation, our school currently has a team from the "Southern Taiwan Earthquake Research Center" to implement plans for earthquake observation and disaster prevention-related topics, and it can become a cooperative unit with this center. The purpose, objectives, specific promotion work and business content of this center are not duplicated with other units.
